Genoa want around £26million for Romania defender Dragusin with Spurs understood to have made a verbal proposal around £21m.
Talks are ongoing on Monday as the 21-year-old hopes to join up with Spurs by the end of the week.
Dragusin joined Genoa permanently in the summer after having spent the previous season on loan from Juventus.
This season he has featured in 19 Serie A matches for Genoa and ha scored twice, while he has also registered an assist.

The centre-back’s contract with the Genoa expires in 2027, with Dragusin having previously drawn comparisons to ex-Man United star Nemanja Vidic.
