The referee who denied Rangers a penalty against Athletic Bilbao was been banned by his own FA for errors earlier this season.
Bosnian referee Irfan Peljto has previously been suspended for six games by his own football association for making three mistakes in a match.
Two of these errors involved failing to award clear penalties.
Rangers manager Barry Ferguson was left frustrated after his team were denied what he believed were two penalties in their 2-0 quarter-finals defeat in Spain against Athletic Bilbao.
The Ibrox club were upset that Peljto and his VAR team did not award penalties after Cyriel Dessers had his shirt pulled in the penalty area by Dani Vivian.
They also argued that there was a handball by an Athletic player in the box following a Nico Raskin effort in the second half.
Peljto’s history with Rangers goes back to three years ago when he awarded Belgian club Union St Gilloise a controversial penalty for handball against Connor Goldson in a Champions League qualifier.
In September this season, the 40-year-old, who has been a FIFA referee for a decade, was sidelined by the Bosnian FA after an error-ridden game between Zrinjski Mostar and Borac Banja Luka.
The Committee for Referees and Refereeing of the Football Association of Bosnia and Herzegovina confirmed Peljto made three mistakes in the game, which ended 1-1.
He failed to award a penalty for Borac Banja Luka and missed a foul in the next attack, which led to a goal for Zrinjski Mostar.
His third error was failing to award a penalty to Zrinjski Mostar.
The Bosnian FA suspended him for six games in the Bosnian league, and the VAR officials for that match were also handed six-game bans.
A statement from the Bosnian FA said: “In the 25th minute, the referee, although very well positioned and with a clear view of the incident, failed to recognise an obvious foul and award a penalty kick to FK Borac.”
